I was looking at resource caps and on the chemicals, and noticed all of the ones i looked at had no minimum, is this right?

For all practical purposes, the answer is yes, there are no caps, min or max, that affect chemicals. Technically, Liquid Petrol Fuel is capped for DR at 1-600, but nothing uses DR that matters.

Just my speculation here, but to me it appears the dev who coded in the caps for chemicals must have been a flunkie because the caps that "should" be there are not.

Umm Enzyme Centrifuge Separation Mixture for BM Separation Trays use the DR of Liquid Petrochemical, it is 80% OQ, 20% DR.
