I might be mistaken but sometimes it seems when I try and put down a Medium Harvester and only have 1 lot available that it tells me I need 2 lots to do it. Am I reading this right? Also, is there an exact distance you have to be from a city or npc structures to build or set up harvesters?

I have never heard of the 2-lots issue, sounds weird and if you can reproduce it, post at the official forums a detailed ste-by-step so the Senators can look into it. The Structure forum seems best fitted.

No, there is no set distance. For example the Rebel Outpost at Rori has almost no distance at all, player houses very close, while Mos Eisley has about 1000 meters. Most POIs have a distance (yellow ground at the place-a-structure map) but some have none. The same is true for static structures of various kinds. Others just act as an obstacle with very small area it blocks.

I thought the rule was that you couldn't place within 1000m of an NPC city, Outposts are not concidered cities and use the same rule as POI's.

I think it's more a "somewhere arround 1000m" range. You can easily check it whith the ITV, as you can only call it outside of town borders.

I experienced that sometimes this is possible at about 900m, while next time you cannot call it at 1200m. So the range varies arround 300m from town to town.
